The critiques raised by Carton and Rosner are reasonable and are issues that should be addressed and studied further. The journey to gender equality must be one of constant re-evaluations. Title IX has significantly made progress toward improving accessibility of both education and sport to women in America. It has also done much to normalize these issues, though there is still room to improve. Among the methods of re-evaluation are studying different approaches. Canada s simplified and unified approach to university rowing is starkly different than the American counterpart for another reason. The size of American collegiate athletics is massive when compared to that of Canada. The NCAA has multiple divisions that denote spending habits and scholarship availability (among other things). Within each division there are multiple conferences that act as regional organizers of sport. In Canada, regardless of which sport is examined, there are no such divisions, and rarely more th an four regional conferences. Whether this is an approach to create more opportunities to participate, or a necessity for organization, these sub-groupings alter the nature of inclusivity in a way that the Canadian system can not respond to.
